Integrating Strategic Planning with Financials, HCM, & Budgeting Systems.
For Immediate Release: BTRG’s Performance Management Solution leads to Governor’s Award for Chester County.
WEST CHESTER, PA – BTRG, a leading Systems Integrator for Oracle’s PeopleSoft Enterprise and a Platinum Partner in the Oracle® PartnerNetwork (OPN), announced today that its client, Chester County, PA was presented today with the 2011 Governor’s Award for Local Government Excellence
The award, which was presented in the category of Fiscal Accountability and Best Management Practices, is recognition of Chester County’s Managing for Results project, which established a performance based budgeting system at the County to increase fiscal accountability. Chester County was the only recipient of the award in this category for 2011.
In March of 2008, Chester County adopted a Managing for Results initiative to implement strategic business planning. The goal was to enhance the performance-based budgeting aspect of the County’s strategic plan by collecting data and performance information that would ensure the County’s limited resources were being used as effectively as possible. In order to operationalize its strategy, Chester County needed a solution that would integrate the County’s existing PeopleSoft Enterprise Human Capital Management, Financial Management and Budgeting systems.
BTRG was selected as the consulting services and systems integration partner through a competitive bidding process. BTRG was chosen given its proven track record of implementing PeopleSoft Enterprise Financial Management and Human Capital Management solutions for public sector organizations.
“The system was delivered on time and on budget and provided Chester County the tools needed to provide a comprehensive performance management solution”, says Karen K. Florentine, Director of Human Resources and Performance Management, The County of Chester. “The solution BTRG implemented assisted us in increasing fiscal accountability and established best management practices enabling Chester County to become one of the first counties in the country to establish a performance-based budgeting system tied to its financial, HCM, and budgeting systems. The award speaks for itself.” she adds.
“BTRG is proud to have Chester County as a client. Their Managing for Results project laid out a framework to provide greater accountability, transparency, and more efficient services to their citizens. The solution we implemented enabled them to achieve their goals. They’ve raised the bar for county governments across the country and this award recognizes the dedication of both organizations in pursuit of these goals.” says Doug Schmidt, BTRG’s True North Performance Management Practice Manager.
