The Savannah River Nuclear Solutions (SRNS), LLC, operates the Department of Energy's (DOE's) Savannah River Site, located adjacent to Aiken, SC. With an annual operating budget in excess of $1.5B, SRNS represents one of the largest DOE labs in the country. SRNS partners include Fluor Daniel, Northrop Grumman and Honeywell.

In February 2009, an integrated project team (IPT) of technical, functional and senior management staff was formed to replace the remaining legacy Financials, Supply Chain and Project Controls applications with a fully integrated business systems solution. The scope of the Business Process Modernization Project (BPMP) was to select a suite of software products and implementation support services that would enable the retirement of all SRNS legacy mainframe and selected non-mainframe obsolete systems in the Financials, Project Controls and Supply Chain functional areas.

Track 1: Implement Hyperion - The SRNS Project Controls segment is utilizing Hyperion to meet the Financials forecasting needs.

Track 2: OBIEE - The OBIEE infrastructure was built with limited functionality. Due to the OBIEE reliance on the PeopleSoft application and the resulting transactional data, the OBIEE solution will be fully operational with Go Live. OBIEE reporting capabilities will be introduced during Go Live and over the succeeding three months.

Track 3: Oracle Business Intelligence Applications - SRNS will be utilizing the Business Intelligence Applications to take advantage of delivered reports and dashboards. Management dashboard capabilities are critical in enabling SRNS to provide the DOE with a continuous window into SRNS business operations and were essential for a successful implementation.

After a lengthy evaluation process, SRNS chose Oracle PeopleSoft Enterprise as the integrated commercial off-the-shelf (COTS) software application to replace its legacy financial accounting systems and legacy procurement supply chain management (SCM) systems. BTRG was selected as both the Oracle PeopleSoft reseller and primary systems integrator to lead the BPMP and software implementation.

The SRNS project is a full PeopleSoft Financials and Supply Chain implementation slated to occur over an approximate 24 month period. The solution designed by BTRG for SRNS consists of a three-phased approach. This approach was designed to promote the introduction of the various PeopleSoft Financials Management Systems (FMS) and Supply Chain Management (SCM) modules into the implementation work stream at the appropriate time to meet the current and future business needs of SRNS.

In order to determine the proper sequencing of the introduction of the eleven (11) modules into the work stream, BTRG conducted an initial planning phase to confirm and plan the project scope and to assist SRNS in preparing the organization for the business impacts resulting from the project.

Phases of SRNS Case Study

The first phase of the project was the implementation of PeopleSoft General Ledger and Project Costing modules. The implementation timeline for the two modules was less than eight (8) months. Though an aggressive deadline, BTRG met the challenge to provide SRNS with a Financials solution to meet both SRNS' internal and DOE reporting requirements. The PeopleSoft General Ledger became the financial book of record for SRNS at Phase One Go Live.

Phase Two of the implementation includes the following FMS and SCM modules: Accounts Receivable, Billing, Contracts, Accounts Payable, Cash Management, Inventory, Purchasing, eProcurement and Services Procurement. While the Phase Two start date was staggered, the second phase implementation activities ran concurrently with the first phase and continued past the Phase One Go Live. The overlap of Phase One and Phase Two activities allowed for the collaborative design of chartfields, key integration points and business proess changes while minimizing the impact of redesign often associated with staggered Go Lives.

Phase Three is the reporting and analytics solution phase. This phase is divided into four tracks: PeopleSoft, Oracle Business Intelligence Enterprise Edition (OBIEE), Business Intelligence Applications (Financial Analytics, Project Analytics and Spend Analytics) and Hyperion.

The Three Phased approach will provide SRNS with an integrated data platform that will promote a seamless, transparent and cost-effective service delivery model for these enterprise business systems functions. The solution BTRG has designed delivers an integrated financial and supply chain management operation that supports fact based decision-making, enables rapid and responsive action and excellence in management and operations.

The SRNS Business Process Modernization Project required a systems integrator with broad experience across numerous PeopleSoft suites and modules and one with a proven track record of managing large, complex projects, affecting many levels of the organization. With more than 130 past ERP customers, BTRG was their best choice.
