In the past, tax updates were released six times per year to PeopleSoft customers through Oracle Support, and included changes to rate tables, garnishment definitions and rules. Additionally, these updates provided changes to COBOL (common business-oriented language) which supported the variations to the rates and garnishments.

With the latest version of PeopleSoft – 9.2, Oracle has introduced PUM (PeopleSoft Update Manager), which is now the vehicle that will deliver tax updates. PUM allows customers to create custom change packages and apply updates to the environment multiple times per year. For customers on version 9.2 this means the process to apply tax updates has now changed. 

All tax update information is now added to an image that the customer must download, and create a package for applying to test and production environments.

What Does This Mean For You?

This new process must be understood and competed by functional HCM professionals and individuals with technical PUM knowledge. Many organizations who have upgraded to 9.2 do not have the team in place to manage this process. Failure to complete the PUM update properly or in a timely manner can result in lack of federal, state and local compliance, which, as a result makes organizations vulnerable to steep fines and/or jail time for responsible parties.
